This proposal seeks vendors who can provide a half day program (2.5 hours per day between 8:00 am and 4:30 pm, 5 days per week for 180 days of the school year plus 4 professional development days). A successful proposal submitted by eligible early childhood providers will be used by a Borough to award a non-exclusive requirements contract to an early childhood provider who demonstrates the ability to comply with the requirements of the New York City Department of Education’s Universal Prekindergarten Program goals, objectives and regulations. The term of the contract will be July 1, 2010 to June 30, 2013 with an option for extensions of two (2) additional one-year periods or one (1) additional period of two (2) years. Vendors with existing contracts with the Administration for Children’s Services (ACS) for child care and/or Head Start contracts may not respond to this Request for Proposal. Copies of the RFP are available at the DOE Vendor Portal Website. A pre-proposal conference will be held on January 25th. Proposals are due March 1st. |

How long has New York City DoE been in the business of deciding between which children deserve a chance at enhancement to their educations? What's the basis for this determination? Who will be held accountable?
If it isn't illegal, and I'm not certain it isn't yet, it certainly seems immoral.
