OMH Announces Adult Home Supportive Housing Awards PDF Print E-mail

The New York State Office of Mental Health (OMH) has announced the provider agencies selected to develop up to 4,500 units of supportive housing to serve current residents of 28 adult homes in New York City.   The move comes in response to a Remedial Order and Judgement entered into by the United States District Court in the case of Disability Advocates, Inc. v Paterson et al. 

RFP awards were made for services in eight different geographic groupings.  Seven provider agencies were chosed to provide services.  Institute for Community Living was selected as a provider for two regions.

While details regarding the actual allocation of housing units to be developed under each contract have yet to be announced, OMH’s original Request for Proposals specified targets in each “group” totaling 4,500 units by year three and 1,500 in year one.  By year three of the program, it is estimated that these contracts will provide a total of $65.9 million in annual rental stipends and $13.5 million to support professional clinical and peer bridger staff.

The selected provider for each of the OMH designated “Groups” is shown below.  Also shown is the "Three Year Total” number of supportive housing units originally allocated to that group in the OMH RFP and the original Year One allocation:

  • Group 1 – Bronx – F.E.G.S – Three Year Total: 455 units; Year One: 153 units;
  • Group 2 – Brooklyn – Services for the UnderServed – Three Year Total: 571 units; Year One: 190 units;
  • Group 3 – Brooklyn - Postgraduate Center for Mental Health – Three Year Total: 468 units; Year One: 156 units;
  • Group 4 – Brooklyn and Queens – Institute for Community Living -- Three Year Total: 621 units; Year One:  207 units;
  • Group 5 – Queens – Pathways to Housing, Inc. – Three Year Total: 516 units; Year One: 172 units;
  • Group 6 – Queens – Transitional Services for New York, Inc. – Three Year Total: 660 units; Year One: 220 units;
  • Group 7 – Queens – Catholic Charities Neighborhood Services – Three Year Total: 640 units; Year One: 213;
  • Group 8 – Staten Island – Institute for Community Living – Three Year Total: 569; Year One: 189.

It is not clear whether the original RFP unit allocations shown above will represent the final contract awards.
